Born in Granada, April 30, 1901, Antonio De Luna was educated in the universities of Granada and of Madrid, continued his studies at Freiburg in Bresgovia, Paris, and Oxford and received the doctorate in law from Bologna. At the age of 27 he was appointed to the chair of natural law at the University of La Laguna in the Canary Isles, and from there went on to Salamanca and Granada. In 1932 he obtained the chair of international public law (...) of the Faculty of Law of the University of Madrid. At this time he began a period of intense professional activity: He was Secretary of the Federation of Spanish Associations of International Studies (1932–1936), founder and director of the Institute of International and Economic Studies (1932–1936), and Secretary of the Juridical Assessory Commission of the Spanish Republic (1931–1934). After the interruption of the Civil War, Luna, with a sense of continuity, resumed his essential tasks. (shrink)

In this paper the author examines certain ideas of the Spanish School of the sixteenth and seventeenth centuries which directly inspired the School of Hugo Grotius in the seventeenth, thus opening the way towards possible declarations of human rights such as that of United Nations. The line of thought which extends from Francisco de Vitoria (1492/93–1546) to Francisco Suárez (1548–1617) is given the name of the “Spanish natural law and law of nations School.”.

This essay conceptualizes the intersections between contemporary catastrophes and political life by exploring how narratives of catastrophe mediate discursive and objective processes of catastrophization. It argues for the need to counteract catastrophization, a discursive and objective political phenomenon, by not only re-cognizing how catastrophes impinge on political life but by offering a more critical understanding of this intersection. The essay thus calls for the politicization of catastrophe as a response to the “catastrophization of political life.” Apropos of these concerns, it (...) engages with Habermas in order to explore how his political theory and interventions illustrate important aspects of the intersections between narratives of catastrophe and contemporary political life, say, how discursive catastrophization leads to the misrecognition of objective modalities of catastrophe. While the overall impact of antimicrobial use in animals on antimicrobial resistance in humans and the environment is unclear, it undeniably has a role. Yet, some degree of antimicrobial use in animals is necessary for animal health and welfare purposes. Balancing the benefits and risks of antimicrobial use in animals is challenging because of the complexity of the problem and limitations in available data. However, a range (...) of measures can be implemented to reduce, refine and optimize antimicrobial use in animals, with a goal of minimizing the impact on human and environmental health while maintaining necessary therapeutic use in animals. A pandemic instrument can provide the necessary foundation for the whole-of-society and whole-of government One Health approach that is required to strengthen surveillance, communication, collaboration, and action. Emotion recognition skills and the ability to understand the mental states of others are crucial for normal social functioning. Conversely, delays and impairments in these processes can have a profound impact on capability to engage in, maintain, and effectively regulate social interactions. Therefore, this study aimed to compare the performance of 42 autistic children, 45 unaffected siblings, and 41 typically developing controls on the Affect Recognition and Theory of Mind subtests of the Developmental Neuropsychological Assessment Battery. There were no significant (...) differences between siblings and TD controls. Autistic children showed significantly poorer performance on AR when compared to TD controls and on TOM when compared to both TD controls and unaffected siblings. An additional comparison of ASD, unaffected sibling and TD control subsamples, matched on full-scale IQ, revealed no group differences for either AR or TOM. AR and TOM processes have received less research attention in siblings of autistic children and remain less well characterized. Therefore, despite limitations, findings reported here contribute to our growing understanding of AR and TOM abilities in siblings of autistic children and highlight important future research directions. The arguments offered by Jaswal & Akhtar to counter the social motivation theory do not appear to be directly related to the SMT tenets and predictions, seem to not be empirically testable, and are inconsistent with empirical evidence. To evaluate the merits and shortcomings of the SMT and identify scientifically testable alternatives, advances are needed on the conceptualization and operationalization of social motivation across diagnostic boundaries.
